Joyce Elaine Popp, age 64, passed away on April 20, 2017.  She was the cherished daughter of Stanley Joseph Skowrunski and Valle June (nee O'Neal), dear wife of of 29 years to Aaron B. Popp, and before that her dear friend and 1st husband, William B. Councill, Jr., loving mother of Kelly Jeanne and Keith Dominic, Laura J. and Joshua LeFaivre and Denise Levy, as well as William B. Councill, III, devoted sister of Edward Arnold and Walter Skowrunski, Sr.  Gladys A. and the late Christine Skowrunski.  She was the beloved grandmother of Ella and Blake Dominic, Corey McGowan and Kane LeFaivre, as well as aunt of many nieces and nephews and great nieces and nephews and "Mom" of her dogs, Poppy & Freezy and her cat, Jiffy G. Joyce was born in Maryland and was a lifelong resident, living in Curtis Bay then Brooklyn Park.  She graduated from Southern High School in 1970 and entered the dental field, working her way up to Office Manager for 40 years before retiring in 2009.  Among her many interests, Joyce enjoyed making jewelry, Longaberger basket collecting, watches, reading murder mysteries and watching "Murder Madness and Mayhem", shopping and her pets.  She also liked birds, including cardinals, but most of all, she loved spending time with her family, especially her grandchildren.
